Joshua Phillips is a researcher who studies the political economy of international policy, examining how governments prioritise and allocate resources across humanitarian, migration, and security commitments. He has written for and contributed to analysis at institutions including the International Rescue Committee, the Oxford Middle East Review, the Center for Strategic and International Studies, American Councils for International Education, and three U.S. government agencies. A two-time recipient of the U.S. Department of State Critical Language Scholarship and a Boren Scholar, he has working knowledge of French and several dialects of Arabic and has lived or worked internationally across four continents. Josh graduated with Honours from Mississippi State University in the U.S. with a dual bachelor’s degree in political science and economics.
